Yes, this means that these tables don't take into account alternate setups, but it's impossible to account for all of the possible options, so I went with the simplest and most straightforward. For example, the Sakura Rock I set as 25 tiles, being the total for a full Cherry Garden set (5x5). My solution to this was straightforward set the building's "tile" quantity to be that of a full set (for whichever set it belongs to) in the standard "default" configuration for said set. Firstly, each set piece needs to have a certain number of set bonuses to reach the maximum boost, and secondly - due to the nature of sets - the set pieces can be arranged in a nearly infinite amount of ways, provided you have the space. Several buildings in the list are set pieces, and as such make determining the exact per-tile efficiency a bit trickier. One sheet contains all of the raw values, and the other sheet shows the per-tile efficiency of each building for each era, organised from most efficient to least efficient.

It is complete as of this posting and I will continue to update it as FoE gets new buildings for the list. I made this spreadsheet to show the per-tile efficiencies of the various non-GBs that provide an attack boost for attacking units.
